Time is part of the measuring system used to sequence events, to compare the durations of events and the intervals between them, and to quantify the motions of objects. With time there has been development of some cute sayings about time with different meanings conceptualized within a specified context. As such, I will not give any meaning to any of the sayings as used to avoid confusions based on the origin of the ‘’concept’’ and ‘’context’’ in which they are used. For instance ‘No hurry in Africa’ ‘Time is money’ ‘Time is making ability’ (Some say: time is makangability!!! Back in school, remember them days hehhehe!!)
While making sense of TIME, take an example of a bank account that credits your account each morning with thousands of pounds/shillings/Euro or any other currency. Bear in mind that it carries over no balance from day to day. Every evening the bank deletes whatever balance in part or wholly that you failed to use during the day. What would you do? Hehe! The answer is obvious ‘Draw out every cent, of course!. In this context everyone of us have such a bank account goes by the name ‘TIME’
Every morning, it credits you with thousands of seconds. In the evening it writes off as lost, whatever of this you have failed to invest to a good purpose. And no chance is given to explain why you did not do something on time as planned/scheduled. Above all, it carries over no balance. It allows no over draft. The next day it opens a new account for you. Each night it burns any remains of the day. If you fail to use the day's deposits, the loss is yours. You can’t reserve for tomorrow or later times for there is no drawing against "tomorrow." For that case you must live in the present on today's deposits only. It’s non-negotiable. Invest it so as to get from it success, happiness and timely achievement!
The clock is running!! Make the most of it today.

This is why they say ‘Yesterday is history. Tomorrow is a mystery. Today is a gift. That's why it’s called the present. So every passing minute is another chance to turn it all around. In this case ‘Remember the past, plan for the future, but live for today, because yesterday is gone and tomorrow may never come. In essence the main idea here is all about ‘TIME MANAGEMENT’.
In my experience, back in Tanzania I witnessed some mismanagement of time in one way or the other. For instance if time for an appointment is 2pm, it’s possible to make it at 3pm or later than that. A friend can even wait for 2hrs for an appointment. Things are different in the developed world i.e UK; no one reserves time for you, once you’re late your chances varnish accordingly. The only remedies probably start a fresh booking appointment. Example I happened to miss at least 7 or more important appointments in the difference of 2 to 3 minutes late in different offices.
I therefore learnt to be on time though it’s hard to cope especially when you’re not used to. Here time is everything; time is what decides what, where and when to do something. For example even decision making must be timely, likewise news from any media must be timely to make sense in aspects of communications and many others. Since at least everything is time manned, we really need to budget time to smoothly accomplish our day to day commitments as well as goals. It is my hope those in the UK and other places where time management is higly considered will strongly support what I’ve said, while those planning to come (UK) welcome but ‘MIND TIME’ otherwise you will suffocate. Do we need to obey the Law? Tell me if YES or NO while giving reasons why in both ways. It is just a comedy but to a great extent it reflects what people need to do or avoid which is good in our daily lives. However adding from the same, people need not to take things for granted to avoid the so called law scrutiny. For me this comedian by the name Chris Rock deserves big respect for doing two things at once. He entertains and educates at the same time, what a creativity?

New Tougher UK Student Visa Requirements

Home Secretary Alan Johnson has announced changes to student visas that will mean that students will need to have better English; Also, those on shorter courses will only be allowed to work a smaller number of hours in the UK. It is interesting to note that only a week ago UKBA announced a temporary ban on student visa applications from Northern India, Bangladesh and Nepal.
The new requirements since 7 February 2009 are as follows:
•If you are from outside the EU you will need to speak English to a level just below GCSE standard, instead of beginner level English at present
•If you are a student taking a course below degree level you will only be allowed to work for 10 hours a week, instead of the 20 hours presently allowed
•If you are on a short course of under six months you will not be allowed to bring dependants into the UK.
•If you are on a course below degree level your dependants will not be allowed to work
•Visas for courses below degree level with a work placement will only be granted if the institution that you attend is on a new register, the Highly Trusted Sponsors List.
The Home Secretary said that 30% of migrants to the UK gain entry on a student visa. A number of these students take courses at a lower level than degree level. There were 240,000 student visas issued by the UK in 2008/09. A review of the system had been ordered in November 2009. This is despite the fact that the new Tier 4 student visa points based system was only introduced last year.
The UK Government has stated that tougher rules have been brought in to stop people abusing the student visa system to remain illegally in the UK. It should be noted that the UK has benefitted enormously from overseas students. Overseas students provide a substantial income to colleges and Universities. Especially during times of economic growth students and their dependents provide a useful source of new employees.
where as the opposition party the Conservatives had said that the student visa system had been the "biggest hole in border controls".
The Home Secretary had the following to say on the BBC's Andrew Marr Show:
"By 2011, we will have the most sophisticated system in the world to check people not just coming into the country but to check they have left as well," he said.
He said the UK remains open to those foreign students who want to come to the UK for legitimate study.
"If you are coming here for a course that is under six months you cannot bring your dependents"
"We are the second most popular location for people going into higher education," he said.
"We have to be careful that we are not damaging a major part of the UK economy, between £5bn and £8bn."
On the other hand, Immigration Minister Phil Woolas on the BBC's Politics Show said that 200 bogus colleges had been closed. He had the following to say:
"Students have foreign national identity cards. We have the e-Border counting in and counting out."
"The latest proposals are a response to the moves by people who are trying to get round the system."

While an application for a dependent relative visa made from inside the UK will go up from 820£ to 1680£.

Studying in the UK
Things to consider when planning to study abroad, UK in particular. Prepare the following:-
1. Academic Certificates of previous attended Schools, Colleges/Universities
2. Your own bank account (The new visa application system requires applicants personal Bank statement) or sponsor bank statement attached with a letter of commitment to pay for the applicant.
3. English proficiency Certificate IELTS( Availability:British Council-Dar es salaam)
4. Your passport (Proof of Nationality and D.O.B)
5. Enough funds, life in the UK has changed tremendously it is very hard to attend a full time course in an accredited University while working to pay fees, at least the ability to pay fees have to be guaranteed. (I’ve seen several friends failing to graduate even in cheap colleges, why? Fees problem! In this case it’s even worse when thinking of studying at the University without any back up from home)

All Tanzanian nationals who wish to study in the UK will need to apply for a student visa before they are eligible to enter the UK and begin their programme of study.
Unconditional letter
The university you’ve applied will send you unconditional letter prior to the 1st one which is normally conditional. Once you have accepted your offer of a study place and met the conditions been asked including paying fees of not less than 66% of the total fees per course, they will send you an unconditional letter which confirms your study place at the University you’ve applied. You will need this document to apply for your study visa to come to the UK. NB. No student visa will be processed without offer letter.
Immigration requirements
The British High Commission Dar Es Salaam, website has a full list of the immigration requirements to be met by Tanzanian nationals who wish to study in the UK. All UK visa applications at Dar es Salaam, must be done by submitting an online application. Here you can apply for a UK visa and book your appointment to submit your visa application over a secure internet connection.
NB: Please make sure that:
You have answered clearly all of the required questions on the form(s)
Signed and dated the form(s) where asked
Any supporting documents you provide are originals or attested copies plus one photocopy of each original document submitted
You make your application at least six weeks before you intend to travel and not more than 3 months before your travel date
You fill out separate application forms for each person travelling, including children travelling on parents' passport
TB requirement
You will need to obtain an IOM Medical Certificate confirming that you are free from infectious tuberculosis (TB) if you are aged 11 years and over and applying for visa to go to the United Kingdom for a period longer than six months. Only diplomatic passport holders will be exempted. To arrange your medical examination, please contact the International Organization for Migration (IOM) in Dar es Salaam.
Note: Without this certificate, refusal is the obvious result! ‘’Mind your vijicent’’ coz it’s Non-refundable!
Collection of visa decisions
When you lodge your application, you will be given be a date on which your decision should be available and we will contact you if this changes. You can collect your decision Monday to Thursday 14.00– 15.00.

Nadja Benaissa, 27, had sex on five occasions between 2000 and 2004 with three people and did not tell them she was infected, even though she had known since 1999, according to the charge sheet.
"She was well aware that any unprotected sexual contact can lead to the virus being passed on," prosecutors in the town of Darmstadt near Frankfurt said.**
One of the three had since been confirmed as being infected with the HIV virus, which causes AIDS, prosecutors added.

According to a new study, it is officially the worst place in the UK for card fraud.
The annual Card Fraud Index from CPP found card crime in the Welsh capital had jumped by 17% in the past two years. A staggering 37% of people in Cardiff have fallen victim to card crime in the past.
Of course it's not just Cardiff - London is almost as bad, with 35% of people having been defrauded, followed by Norwich (30%), Southampton (28%) and Leeds (27%).

The project -Linking Local Knowledge and Local Institutions for the Study of Adaptive Capacity to Climate Change: Participatory GIS in Northern Tanzania – investigates the myriad ways in which human, social, and institutional capital enable households and communities to draw on local knowledge and outside specialist knowledge to moderate the negative effects of greater climatic instability on rural livelihoods.
In addition to completing required courses for the MA program over two academic years (2010-2011 and 2011-2012), the successful candidates will contribute to an international interdisciplinary research project. We expect applicants to develop a thesis project that contributes to the project’s research objectives.
One graduate research assistant will work on the development of online multimedia applications derived from a participatory GIS. Background or interest in cartography and web-based mapping is desirable.
A second research assistant will work with the research team on the implementation of the project’s participatory field methodology and contribute to data analysis. The student’s interests should be focused on environment-development interactions (e.g., the dynamics of resource access, political, environmental or cultural-linguistic dimensions of local knowledge systems, gendered aspects of climate change adaptation). Proficiency in Kiswahili or interest in learning Kiswahili at Ohio University is a plus.
The assistantships include two academic years of tuition waiver and stipend for students enrolled in the Geography M.A. program. Additional support is available for student field research activities in Tanzania.

Introduction
The Voluntary Ecological Year ("Freiwilliges Ökologisches Jahr, FÖJ") is a scheme for young Germans to work for one year in different fields in the environmental sector. Since 2008 the Tanzania Solar Energy Association (TASEA) in Dar es Salaam together with the FÖJ branch in Schleswig-Holstein (a region in Northern Germany), have made it possible for two Tanzanians to take part in this scheme.
This year again, from August 2009 until August 2010, this opportunity will be available for 2 Tanzanian girls to work in Germany with the aim to further cultural exchange and the protection of the environment. If you are interested in experiencing German culture for one year and work in an NGO in the environmental sector in Germany, hesitate no longer and request your information pack and application form!
Further Information
For the year you will be assigned and work together with a young German participant of the programme in the same project. You will:
- Share ideas and learn from each other about your culture
- Experience the German way of life
- Improve the understanding of Tanzanian culture in Germany
- Learn about global environmental, economical and political issues
- Rise the environmental awareness of the Germans
- Take responsibility for sustainable development
- Work in educational and agricultural projects
Before starting the voluntary work you will take part in seminars in cultural preparation and a short introduction into the German language in Tanzania and Germany. During and after your stay you will meet participants of the FÖJ from different countries to share your ideas and experience.. You will live in a host family in the city of Lübeck nearby your working place and live on a small monthly stipend. Travel expenses are covered by the FÖJ Schleswig- Holstein.

What is expected from you?
If you apply you should match the following hard criteria:
- Female aged between 18 and 25 years
- Be generally healthy and fit
- Fluent knowledge of the English language
- Be motivated to learn the German language
- Be able to take responsibility and work on your own command
- Be interested in cultural exchange
- Have basic environmental knowledge
- You must return to Tanzania after the year and share your experiences with other Tanzanians
If you are selected to go to Germany, you would be furthermore expected to contribute a small part of the administrative and preparation costs in Tanzania to TASEA. The amount will be TSH 150,000, which covers only a small part of the costs we spend for your travels to Dar es Salaam, preparation and language courses as well as visa fees. It should be understood as a symbolic gesture emphasising your motivation. Obtaining the money can usually be done by fundraising, and we can give you assistance in this process.
Furthermore, in case you will be selected to go to Germany, you will be expected to obtain an International Passport as soon as possible, as this will be necessary for applying for a visa.
What you can expect from us:
- All travel expenses are paid for you
- We help you apply for a visa and cover the fees
- You are paid a monthly stipend in Euro
- Your accommodation in a host family is provided for you
- You will receive preparation and language seminars in Tanzania and Germany

The University offers scholarships for Tanzanian students of high academic standing commencing their studies at the University of Bedfordshire.
To be eligible for the International Scholarships, applicants must be a Tanzanian national or permanently domiciled in Tanzania, must have applied for a course of study and hold an unconditional offer for a course at the University of Bedfordshire. The International Scholarships are awarded on the basis of academic merit.
If you wish to be considered for this scholarship you will need to apply. Applicants cannot apply for the scholarship before being offered a study place at the University of Bedfordshire.

Who should apply:-
Criminal justice officers, practicing diplomats, civil servants, and others who work in the legal areas of international cooperation in criminal matters, or are involved in legislative drafting of criminal law texts. Priority will be given to applicants from developing countries.
Requirements:-
Applicants for both courses must:
- hold a university degree in Law, preferably with specialization in international/criminal law issues;
- have at least three years work experience as legal practitioner or governmental official. Involvement in international cooperation matters, especially in criminal matters, is an asset;
- for the course addressed to English-speaking participants, sufficient ability in English to undertake postgraduate level tudies; for the course addressed to French-speaking participants, sufficient ability in French to undertake postgraduate level studies;
- have unrestricted access to the Internet using Firefox or Internet Explorer web browsers;
- be ready to commit a minimum of 6 hours per week to studies for the duration of the course..

Who should apply:-
Criminal justice officers, practicing diplomats, civil servants, and others who work in the legal areas of international cooperation in criminal matters, or are involved in legislative drafting of criminal law texts. Priority will be given to applicants from developing countries.
Requirements:-
Applicants for both courses must:
- hold a university degree in Law, preferably with specialization in international/criminal law issues;
- have at least three years work experience as legal practitioner or governmental official. Involvement in international cooperation matters, especially in criminal matters, is an asset;
- for the course addressed to English-speaking participants, sufficient ability in English to undertake postgraduate level tudies; for the course addressed to French-speaking participants, sufficient ability in French to undertake postgraduate level studies;
- have unrestricted access to the Internet using Firefox or Internet Explorer web browsers;
- be ready to commit a minimum of 6 hours per week to studies for the duration of the course..

All applicants must be in the possession of an official admission letter prior to
submission of the scholarship request.
Both applications are open to people from public and private sector as well as civil
society. Female candidates are strongly encouraged to apply. Applicants need to
have the written approval of their employer.

The Dag Hammarskjöld Scholarship Fund for Journalists is now accepting applications from professional journalists from developing countries for its 2009 Fellowship Program. The application deadline is Friday, March 20, 2009.
The Fellowships are available to radio, television, print and web journalists, age 25 to 35, from developing countries who are interested in coming to New York to report on international affairs during the 64th session of the United Nations General Assembly. The Fellowships will begin in mid-September and extend to late November and will include the cost of travel and accommodations in New York, as well as a per diem allowance.
The Fellowship Program is open to journalists who are native to one of the developing countries in Africa, Asia, South America and the Caribbean, and are currently working full-time for a bona fide media organization in a developing nation. Applicants must demonstrate an interest in and commitment to international affairs and to conveying a better understanding of the United Nations to their readers and audiences. They must also have approval from their media organizations to spend up to two months in New York to report from the United Nations. Denmark offers a number of full scholarships within studies of climate change.

Climate change is one of the major challenges that our world faces today.
In December 2009, Denmark will host the United Nations Climate Change Summit.
To emphasise the importance of sustainable climate solutions, the Danish government is now launching the ‘COP15 Climate Scholarship’ for highly qualified students. The scholarships, which cover both tuition fees and living expenses, are made available for a range of excellent two-years Master’s programmes, including MSc programmes in wind energy, environmental engineering or sustainable energy planning.
Background
In line with the overall aim of securing a climate friendly Climate Conference, the Danish Government has decided not to give any gifts or conference-kits for COP15 participants. The resources saved is instead used to create the ‘COP15 Climate Scholarship’, which gives a number of international students the opportunity to pursue a masters degree within climate change studies at a university in Denmark.
How to apply:
Applications are made directly to the university. When you apply for a masters programme, you should indicate your interest in applying for the COP15 Climate Scholarship. The following master programmes are available under the scholarship programme.
